Getting admission is itself a tough one but attend the counselling. Even if you don't get VIT Vellore, you can get Bhopal and Amaravathi campuses. VIT-Chennai is also doubtful as 1-100000 ranks are called for counselling, you may get any campus in the phase 2 counselling but with a higher fee structure.
All the best.

Yes but not at NIT, IIIT and GFITs because they admit only through JEE Mains.
Other government institutes take admission based on your 12th grade marks. So, you can try to get admission at those colleges.
All the best.

You shouldn't change your line as you are an engineer then you should prefer M.Tech and many colleges have their own criteria for admission process. I would suggest Indo Global Group of Colleges to prefer as this college is in Chandigarh and has good infrastructure as well as placement assistance.

You cannot get admission in a government engineering college. Try for private institutes.

The scores depend on the average score of candidates. Since the total score is 315, and there are no negative marking, there are many chances for the cut off to go higher.
A decent score means, a score which can get an admission in the college. So, the all India rank could tell whether your is a good one or not.
