24000 is actually a very good rank. So, you can get Hemicak Engineering in VIT Vellore.

The syllabus for VITEEE is NCERT class 12th.
Questions will be very easy as compared to JEE Mains. There are no negative marks.

You will be called for the phase 2 counselling. It means that you can have a seat but with a higher fee (may be category 2 or 3).
Phase 1 counselling is for those who get ranks between 1 and 20000.
So, you can get almost all the branches as you will be called at the earliest.
You can block the course which you are interested in but the admission and the course you prefer depends on the no. of seats filled and rankings.
As those who got ranks between 1-100000 are called for VIT counselling, there are good chances for you to get admission. If you don't get VIT-Vellore, you can surely get at VIT-Chennai, Bhopal or Amravati.
