80% and above is recommended. The higher the grades the better. Some universities even require 90% and higher. You must also note that you cannot apply after 12th. Universities in Germany requires 13 years education. You can enrol into a bachelor degree program and complete the first year

In Germany, every university is autonomous. This means that every university / study program has its own set of criteria for admitting students. Some universities may ask for TOEFL, IELTS, GRE or GMAT scores.
