You cannot apply to German universities with a diploma. They don't accept Diplomas for further studies. You can take IIT JEE Advanced or enroll into a Bachelor's degree in India and only complete the first year. Academically you must be very good. Read more here:

You did not mention if you want to study Bachelor's or Master's degree in Germany. If you are planning for a Bachelor's degree then you must complete 13-years of education. You cannot apply directly after 12th. Better information can be given if you share more details from your end.

Students from India cannot apply after class 12th, one must complete 13 years education to study in Germany. Enrol into a bachelor degree program and complete the 1st year with good grades or clear your IIT JEE Advanced. Overall, you must be highly academic with more than 75% (Recommended), you must also know German language and clear your IELTS.

It depends on the college you want to take admission in.
Still, nearly a minimum of 10 lakh rupees is needed to do engineering from Germany.

Well, not everybody prefers this. Its more of a personal choice. Germany has been one of the best countries for education and research. So, if an applicant is academically strong and knows he/she can have better prospects in terms of education, research, international exposure, career growth that prefer to apply to top ranked foreign universities. And, by the way, Germany is more famous for automobile and mechanical engineering over electrical.
