Admissions to Singapore University is completely based on academic rigor and SAT so you need to score as much as possible in both, ICSE and SAT. Other requirements can be accessed here:

Singapore's NTU has a course which costs about 15 lakhs in tuition for one year. USA has many options but would be costlier than Singapore.
