Based on few reviews few years back.
COMEDK Tuition Fees - Rs. 1,50,000
College fees - Rs. 21,500
Hostel fees - Rs. 80,000 for boys (excluding refundable caution deposit of Rs. 20,000) = Rs. 1,00,000 (its slightly higher for girls)
TOTAL Rs. 2,71,500/-
But we have to account for the hike in COMEDK fee this year (mostly around 10%), then the total fee comes around Rs. 2,86,500/-. This is just a rough number, considering the present scenario, the total fee will definitely not be less than 3.5 lacs this year.

Yes, you can apply for IISER Aptitude Test. The eligibility criteria for SCB channel are given below. The eligibility year 2022-23:
1. The applying candidate must have passed the 12th or equivalent level exam with Science stream in 2021 or 2022 from any board recognised by Council of Boards of School Education in India (COBSE) recognised boards.
2. The applicant must have chosen at least three among Physics Chemistry Biology and Mathematics during their 11th and 12th course to be considered as from a "Science stream".

Your percentile is good. As per the previous year cutoffs you can get Medium ranked NITs such as NIT Nagpur, NIT Raipur, NIT Bhopal, NIT Rourkela, etc. You can also get some higher ranked NITs but you may have to compromise with the branch. You can also get good IIITs such as IIIT Jabalpur, IIIT Nagpur, etc.
