Yes, you can apply for a management quota seat at RVR and the JC College of Engineering.
The management quota is also called Category B, and you can apply if you want to get admission to the MCA course at RVR College.
However, you will have to pay a higher fee to get admission into this quota. The Category B (management quota) fee for MCA at RVR and JC College of Engineering is Rs. 1.15 lakh per year. On the other hand, the fee for Category A ( allotted seats) is Rs. 38,400 per year.
Also, you may not get any scholarships under this quota.
The hostel fee is the same for both categories: Rs. 45,000 plus a Rs. 4,000 refundable deposit.

If you don't want the college that you got in your second round, you can go to third round without paying anything. When you pay money, it means that your seat is fixed. If you didn't get any college in further rounds you will have a choice to go for the college that you got in your second round or else if you got the college in your further rounds, the money will be refunded, and the past seat will be cancelled, and you will now have a newly acquired seat.

There is no concept of free seats in NITs. However, you can get a 100 percent fee waiver under the ST category as per regulations. You will need to submit an income Certificate an affidavit, and other supporting documents to get the fee waiver. Additionally, at some NITs, such as NIT Trichy, you may get scholarships. With your ST rank of 9607, you can get NIT for branches such as mechanical. Also, you may get a seat allocated in the CSAB special round.
