Firstly it's a good question knowing about the college which you would like to join. Here is answer for your question
Engineering is all about practical knowledge which you can't get from your books completely so while choosing a engineering college prefer the colleges which had better lab facilities. Coming to Bvc engineering college it may be a good once upon a time but now it is completely commercialized here you won't find any college atmosphere and there is no point of choosing this college which doesn't have a better transportation facilities and polluted atmosphere due to the oil rigs and oil terminals just few km away to this co

The placements of COT are decent Right now.
I won't say very good but yes Good enough to give every student the chance to get selected in Campus placements.
If you are good in studies and have the zeal to do it you will make it.
There is no branch in Pantnagar for which Companies don't come for Placement.
Agricultural Engineering and Mechanical Engineering Students Get the highest Packages every Year in Placements.
Companies like Hero , John Deere , Mahindra&Mahindra , Escorts etc come for their Placements.
Students of Computer Engineering , IT and ECE mostly end up in TCS.
A few companies come for EE or They also get their chance in TCS.

Based on your percentile, it is not possible to get a seat in any NIT or iiit. Even obtaining a seat in the new iiits via CSAB special round counseling seems very hard. Now coming to other government colleges, you can apply to the colleges accepting admission through JEE Mains. As I have heard, maybe UPTU is planning to take admission by JEE Mains. Look to it, this is not confirmed. Apply to other state colleges accepting Mains result. Give other exams too, I am sure you can get good rank in state exams. Or the other option left for you is to prepare again for JEE and do better this time, you will atleast need a percentile near to 97.5

GATE exam is not only about doing M.Tech & Ph.D. GATE is a big exam and specially a big opportunity for them who are not from tier 1 colleges I. e, those who are not from IIT, NIT or some other reputed colleges. Those who did not performed well in their 12th, those who did not get their branches of their own interest in B.Tech, for those whose colleges do not provide good campus placement. So GATE is a best option for them.

That totally depends on your interest as per the branch is concerned, but apart from that I will provide you certain advantages you will enjoy studying in NITs
placements are relatively better
You will have good faculty who have high standards, best teaching experience with high interactive nature.
