95 percentile means your expected rank would be around 43,450. Now if the number of candidates in July session increases, your expected rank would also increase. Being a general category student, it would be quite difficult to get any of the top NITs as the seats get filled within 30,000 to 35,000 rank. However, you can expect North East NITs, NIT Sikkim, Srinagar. There are various branches in Engineering, their cutoffs differ from one another, gender to gender. You can get admission in PU without JEE Mains marks as well as without any university level entrance test. You just have to go on their official website and click on the apply now button then they will call you within 24 hours an then will contact for counselling directly on the basis of 12th board marks. They are giving me CSE branch with specialisation in cloud computing with 74% in 12th.
70% Seats will be filled by REAP on JEE (Mains) score merit basis and 10+2 percentage based merit list.
15% Seats will be filled by REAP on JEE (Mains) score and 10+2 percentage for outside Rajasthan candidates only.
15% Seats will be filled by college

Yes you can change to other branch in second year. But this is possible only if you are purchasing B. Tecg marine engineering in any of the VTU or state approved colleges. But if you are studying in DGSHIPPING approved colleges, then it's not possible. As per your questions I imagine you are studying in State approved University. So, yes you can change.

Dear aspirant, Glad to meet you. Tuition fees, one-time admission fees, hostel fees, mess fees, and other expenses are all included in the NITs B.Tech fee structure. Students must pay their fees at the beginning of each semester, as specified in the NIT pricing structure. The JEE Main test scores are used to determine admission to NITs. The fee structure is decided considering the categories for which fees are to be determined. Fees for candidates of the reserved category is less in comparison to unreserved category candidates. Dear aspirant, Glad to meet you. Placements: Placements are not available in this college, because it is a Polytechnic college. This college is old and faculty members are experienced so there is a good range of connections with companies. So the teachers can place students in good companies through their experience. The highest salary was Rs.20,000 per month that is 3 LPA and the lowest salary was Rs.10,000 per month. Internships were compulsory for everyone in the third year. Go to the college and find out if they will take you. Then the two colleges have to agree, the college are studying should be willing to let go you and the other college should agree to take you.

Almost all the colleges accept lateral entries, but few of the most reputated colleges like IIT, NIT, VIT universities does not encourage lateral entry students. But few of the top colleges which can accept lateral entries are,

2. Manipal institute of technology
3. SRM University
