This difficult to predict as cut off keeps changing every year depending upon various factors. But yes, when we go through previous year trend then, under other state quota, closing rank for some of the nits for which closing rank goes low are listed below along with their closing rank in the 6th round of JoSAA counselling 2021 for sc category.

Dear Student, Vellore Institute of Technology is a private deemed university with a rank of 9 under the Engineering category (NIRF). It offers a 5-year integrated postgraduate programme (MTech in software engineering).
As of now, there is no entrance exam-based criteria for this particular course. To be eligible, you must have passed the Higher Secondary Examination conducted by the State or Central Board of Secondary Education or its equivalent examination with a 65% aggregate in Physics, Chemistry, and Mathematics (PCM).
It does have a merit-based fee structure as follows:

According to the college details on their sites I found that the SVU Tirupati college is better than Jntuk kakinada college in the computer Science engineering course.

Sorry to say but you can't change into all the branches after 1first year Diploma. You can change it only in your first year.

Yes this is a good decision to pursuing B.Tech Mechanical through lateral entry after the Diploma Mechanical. This decision will open good placements/ jobs opportunities and promotions.

Yes, opting Marine engineering after Diploma Mechanical is a good option. IMUCT is an entrance exam conducted by Indian Maritime University for B.Tech Marine Engineering.
