With 17200 rank, it's not possible to get into IIT Delhi for General Category Students. With 41200 rank you can get Mechanical Engineering at NIT Delhi and may get Electrical Engineering by CSAB-2.

No as last year the closing rank of civil is 4346 for JK Students and 3077 for OS Students in ST Category. This year also the closing rank of civil is 4816 for JK Students and 2636 for OS Students in ST Category till Round 5. Note : All the above rank are of Gender - Neutral.

If you are general category student then it is difficult to get CSE in Government College but you can get IT in Mizoram University, Aizawl and North - Eastern Hill University, Shillong in round 6. You may get CSE in IIIT Manipur, Mizoram University, Assam University, Sant Longowal Institute of Engineering and technology and in some more GFTI's. If you are not satisfied by above college then you can go with some private colleges like LNMIIT JAIPUR, JIIT NOIDA, etc. But here fees is very high.

For C it is best to start with "Let us C" book as it is very easy to understand. For Java you can start with "Head First Java " or " Thinking in Java ". In programming the important thing is problem solving so after reading these books you should have to focus more on problem solving and practice of various questions then only you will become good coder.
