The overall percentage of your Diploma will be consider in the lateral entry time. But in government entrance marks will the ultimate marks to get into the lateral entry. All semesters average will be taken to count marks.

You can go for your Bachelor degree then you will called as degree holder and if you want a job you can give your bio data to respective company which are dealing with chemicals and also join as technician in ONGC, IOCL, IOC, BCPL.

If you want to do M. Tech from government college then you must give the GATE exam. There is no other option to take admission in M. Tech without GATE in government colleges. Yes, private universities are there where you can take admission without any exam.

Brainware University and JIS university both are good for BCA. But if you compare these two colleges for this course then you will see that BRAINWARE is better than JIS on behalf of student reviews. The placement of BRAINWARE university is also more than JIS. This year Brainware has achieved 98% placement. The final decision is yours but before that visit, both colleges (If possible) and then make the final decision.
