Of course, you can change your college after first year of engineering, which I can tell you through my personal experience. I have changed my college after completion of my first year from JSSATEN Noida (UPTU) to NIT Patna (JEE Mains).

Try to get 270+ marks in JEE Advance . The total marking structure changes every year in JEE Advance, but the marking pattern says 270+ is a good score or safe score to get into IIT Madras Computer science and engineering

There is certain qualifying criteria for being eligible to appear JEE advance examination. You have to qualify JEE Main at least like you have to clear cutoff according to your category then you are good to go.

Hello yes, Bareilly is indeed the city in which this exam is going to be conducted. Total of 554 cities across India and about 14 abroad have been nominated where this exam is being conducted. This is valid for this year. Depending on students feedback NTA may increase the centres in future. To help you I am attaching two links that will give you all the required information about this exam in all perspectives.
