Yes, universities take exam before giving admission. They ask aptitude, reasoning, GK, current affairs etc. You can prepare it through your class 11th and class 12th books too.

CMAT is conducted once in a year i.e. in the month of January or February. For academic year, 2018-19 a candidate should have cleared CMAT in the month of January, as this year it was conducted on January 20th. After that different institutes have different entrance tests or interview rounds

There are is an entrance test for the degree. It is an aptitude based test, so study the theory well. The dates are out for the registration of test. Last date for registration is 20th June.

I think you should try for some other college also as you have scored really nice in CAT and CET. I don't think that there is any need to repeat the exam.

No, without entrance exam, you can't get admission in HICET. In some cases, admission is based on merit list, like if seats are vacant, then they gives admission through good academic performance.
