Yes, you are eligible to appear again for the supplementary exam this year for Odisha CHSE even if you could not make it through the last exam for chemistry. As per the PSG College's website, there is no entrance exam for the BCom programme at PSG College. Admission to the PSG prigramme is complelely based on the last qualifying exam.
