Yes. A candidate can apply for both Paper 1 and 2. While applying online and if an aspirant want to apply for both the papers they have to pay the fee combined and have to select an option of both papers. 

GOP or Grundlagen- und Orientierungsprüfung is a mandatory foundation exam at the Technical University of Munich. The exams are held during the first three semesters to evaluate students' academic performance.
