Yes everyone can join military nursing course after completing the course General nursing and midwifery (GNM) by the following rules

1.you should compulsory complete the course GNM Diploma from any registered institutions

2.the age limit should be around 25-35 years old 

3.you must be the citizen of that country

4.you must have the fitness and other qualifications provided by the india army forces

5.tge registration process will be on their official website

Some leading ones include Sikkim Manipal University, with nursing courses besides GNM through affiliated nursing schools of the university. Look at local hospitals or nursing training centers that provide GNM courses affiliated with state nursing councils. Well I could not find specific information about the fee structure and for the general nursing and midwifery GNM program at the school of nursing Christian hospital Serkawn . However similar programs in India typically include coast such as admission fees tuition practical training examination fees and other miscellaneous charges. For example 2016 fee structure from another Indian nursing institution listed and admission fee of rupees 10000 annual tution of rupees 30000 practical training fee of rupees 5000 and additional costs for hostel and mess facilities.

Baba Raghav Das (BRD) Medical College in Gorakhpur does not conduct a GNM course. Their college mainly deals with MBBS and several postgraduate medical courses.

For GNM courses, you may look out for some other institutions in Uttar Pradesh, whose main focus is on nursing education. Normally, to get a GNM admission, candidates should have passed 12th grade with at least 40-50% marks, and preferably with a Science background. Most of the colleges usually follow merit or entrance examinations based on the criteria for selection, for admission into there college.
