Yes obviously ! You can purse Diploma in graphic design course after completing your secondary education or 10th class.
Many vocational training institute, polytechnics, etc. offers Diploma programme in graphic design specially for the students who have completed their secondary education.

It is good to know that you want to know about these fields. Graphic designing, VFX and Animation, all three industries are very good in their own places but I think graphic designing is a very demanding field. In today's time, you have more options for career in it. If you are thinking of making a career in a creative field, then my suggestion would be to choose the graphic designing industry.
