The deadlines to submit applications for Heidelberg University are as follows:
a) Before the 30th June for the following winter semester of 2024
b) Till the 14th of December for the following summer semester of 2025
c) Finally, before the 31st of December, 2024 for the summer semester of 2025

Many of the Heildberg University courses and the Technical University of Munich courses has zero tuition fees for international students. So, we can say that yes both the universities have zero tuition fees. There are many other popular universities in Germany that didnt charge any fees from international students.
