There is an exam which is IISC P.Hd entrance test. I would suggest you to attend to get seat in IISC and IIT for Ph.D in Chemistry and their cutoffs.

These days most of the colleges conduct entrance examination but there are some colleges too that give admissions on the basis of Merit such as Graphic Era, HNBGU.

Your question is a bit too vague, there are plenty of colleges still accepting admission across the country. Inorder to better assist you in answering the question please pinpoint what your exact requirements are. As a general example I would suggest IGNOU, is still accepting admission.

Usually the entrance exam is conducted by most of the colleges and merit can be low upto 60% to 70%. .
