Pay attention to ALL issues in the essay question. Write about the issues rather than just the general topic. Answer the essay question with relevant main points. Plan your supporting points so they don't go off the topic. Write over 250 words.

With a 5.5 score, you can apply for European countries such as Poland, Greece, etc. Where you can get an IELTS waiver, and the UK. Further, countries like New Zealand, Canada, Singapore, and Dubai includes colleges that accept 5.5 IELTS band score.

Overall band 5 is a low score and cannot be counted as decent. Instead of applying, I would suggest, re-take the test after 2 months. Study meticulously and know your basics first. First 1.5 month should be extensively dedicated to English Grammar and reading. In the rest 15 days, take mocks and time your tests. Evaluate your tests and improvise your weak areas. IELTS is not as difficult provided you study enough and know the flow of the exam well.

Yes, you can get a Canada study visa without IELTS. You SEE Canada actually doesn't give out study visas as such, but they do provide study permits which automatically come with a temporary resident's visa. The English language assessment you need is dictated by your university of choice.
