Dear,
You may try universities that accept medium of instruction letter in case you don't have the requisite IELTS score. However, you would have to consider a tuition fee budget of Rs.30 lakhs. Hope this helps!

Requirements vary from university to university. On the whole 6.5 or 7 is required. You may refer to German Academic Exchange Service website for more information.

you can get admission in most of the European countries which accept IELTS 5 band score like Poland, Czech republic , Spain , Italy etc. apart from this you can also apply to USA with ESL pathway programs which certain universities offer. These programs are design in such a way that you need to study English for a semester and then you can normally progress in your Bachelors program.

General requirement for ms is 6.5 or above in IELTS + your bachelor's marks and GMAT/GRE score.

Its a good thought that you have decided to pursue your Master's abroad. You have lot of things to concentrate on apart from GRE and TOEFL. Because the universities consider your overall profile and give the admit. You have to write GRE exam when you come to the 3rd year of Engineering so that you can fly immediately as soon as you finish your Bachelor's degree. GRE is for 340 marks and its totally online based test. You'll have only Maths and English in the exam. There is no age limit for IELTS, so you can take the test now or whenever you are ready. For options in your desired area of study, you may refer to the lists on Shiksha website. You can start preparing from 1st year of graduation as for ILETS speaking and reading english should be at its top with the vocabulary so it takes time whereas in GRE you have to increase your practise in maths and reasoning and the form of GRE and ILETS are very coastly so try to practise as much as you can so that you can clear it in 1st attempt.
But fill the form of ILETS and GRE in your last year of graduation. till then keep practising.
