Both the tests are standardized ones and are required to maintain the uniformity across student's selection. If you avoid the testing, the universities might not be of good repute. Secondly, which master's you are planning to and where? What's the financial status etc are few things which are required to guide you further.

So if you are applying to UK, European countries or Australia, then IELTS is the better choice. And if you are considering US or Canada as your study destination, then TOEFL has an advantage.
