Hi, IIT-Bombay provides combine integrated course of M.Sc. Chemistry Ph.D. http://www.ieor.iitb.ac.in/acad/msc_phd.

Just focus on your studies from 2nd year, and after 3rd year you can join coaching for GATE preparation, specially focus on discrete maths, data structures and computer organization and architectures. (COA). And, perform well in GATE.

No, English is a necessary subject and you can't remove it by any means.
