Dear Rithik,
Both are hard to achieve. For IIT (preferably top IITs) requires you to score 'good' marks in GATE with good number of work experience. And still you may find yourself suffering because of lesser number of seats and reservations. And for abroad, you need; #1) Lots of funds (if you didn't get the scholarships), hectic regulatory requirements, good number of work experience, exceptional academics and global competition. So, identify your potential and then go ahead. I would advise you to apply on both (I. e. , IITs and abroad). And where ever you get the chance, just grab it.

Hi Mahesh,
I am sharing eligibility criteria for IIT, so have a look. You will have to satisfy at least one of the following two criteria for admission to IITs: Should have scored at least 75% aggregate marks in 10+2th standard (or equivalent) board examination. For SC/ ST and PwD candidates, the aggregate marks should be at least 65%. Hope This will help you.

The fees for M.Sc in IIT various from subject of specialization. Fees also varies from different IIT's. IIT Delhi has different fees, then IIT-Bombay, IIT-Rourkey, IIT-Madras, etc.
