No, it is not necessary to be a CBSE student. If you take coaching for IIT from any good coaching institute, you can crack it.

The above are the top ranking colleges for engineering. If you don't get them, then you can go for VIT, SRM, Manipal, Amrita University, Thapar University, Anna University and Sastra University. These are few other good colleges for engineering.

If someone from IIT and another student of non-IIT gives an interview but IIT students don't have skills but non-IIT student has skills, then interviewer don't see the degree of college. Considering the fact that you have low scores, it wouldn't be easy for you to get selected in IIT, even with your reservation. But, if you really want to continue your studies outside India you can.

At least, presently there is no mandatory training while doing engineering. However, AICTE is thinking of introducing this in coming years to improve employability of pass out engineers. But then, this is in future at present.
