Hi Mahesh,
Yes, you can. But, it depends on you rank. As the admission is based on the counseling, the seats will be filled based on your ranks. Higher the rank, greater the chances of getting your desired branch of B Tech.

Now, fee of IIT has also increase for the general category. Since for SC / ST the programme is free of cost. For the OBC there is much less fee comparatively to that of the general category. Just check the fee structure for IIT and other because I don't know the exact fee structure. Go for some scholarship exams that university give when you pass the entrance exam with higher marks. For any other query please feel free to ask.

You must do self-study. You can choose FIITJEE coaching. It is very good than any other and for JEE main, you can choose it. But without self study, you cannot crack JEE Main.

You have selected a very good option to prepare for JEE from my point of view. You have to follow few steps:
1. Gather proper material for your preparation: Go online and order JEE Mains material' from career Point Institute, then do order for JEE Advanced material from Allen Coaching. Buy the material only for current courses.
2. Now, how to study those courses? If you are in high school then study whole one chapter from your textbook then go through the objective questions of JEE Mains after solving JEE Mains questions, go for advance questions from JEE Advanced (Allen). Mark the important questions that will help you at last for revi
