Before preparing for IIT decide, you really want to be an IITian or you just want to get admission in IIT because of the good package, parents, society, etc. If it is the second reason then don't prepare for IIT. There is no state quota during admission in IIT colleges. On the contrary, there is 50% quota for home state board students. I mean state is no matter. Your class 12th board state is included.

No, you can't choose your branch until and unless you have good AIR rank, because cutoff varies from branch to branch.

Yes, you can. But, it depends on you rank. As the admission is based on the counseling, the seats will be filled based on your ranks. Higher the rank, greater the chances of getting your desired branch of B Tech.
