Congrats for securing for a good rank in JEE Advance, if you have to choose between the above two options, definitely go for IIT Powai, for the reputation and also you can change branch after you score decent in first year.

Institute free studentship-do-10% of students admitted. Yes, you can change the branches from biotechnology to chemical engineering and any other choices. The only way is to have a high score in the semester exams like 9/10 or more CGPA/CPI. The one with a high score will be given the first preference. In case of a tie, JEE Advanced ranks will be used.
I think this provision is available in all IITs.
But, you cannot change from B.SC to B.Tech, as they are two different streams.

Your home state is mentioned on your birth certificate, if you have Tripura as your home state, you can surely mention it in the admission process.

If you want to improve your marks, you have to attempt all the papers. If you give one or two papers, it will be not considered by the JEE and your previous year marks will be taken into consideration.

The cut-off for SC students is very low in the JEE Advance Exam for SC student, so you have to score like around 60-90 marks out of 360, you can easily get into IITs. For more information about the IIT cut-off ranks and merit list click on the link given below:
