Dear Zeeshan, the actual conversion for the CGPA lies with the university & none would have the exact idea. Still you may self check it on the website for WES credential evaluation @ http://www.wes.org/students/igpacalc.asp.

I get 64% in cbse class 12 which is not good for iit then what can i do either go for NIOS to make it good or not plzz give your suggestion

Hi Satish, please clarify if you scored 64% or 61%. I request one more clarification as to whether you plan to re-attempt class 12th exams?
As for admissions in IIT a minimum of 60% is required plus you must clear JEE which I believe can be met by you. Instead of NIOS you can look for other options

just keep faith in urself and be determine abt IIT
there r many options like IPU,UPSEE,VIT
but i will suggest you to work hard for jee mains so tht u can grab Dtu,Nsit,igtduw,iiit-d,coz these colleges hve there own repo,and u will get to learn new things aspart,also placement are about 90% on the
