Yes there is a vast difference between legacy IITs ( Delhi, Mumbai, Kanpur, KGP, Gauhati , Roorkee etc ) and NITs in term of facilities, faculties and placement. Legacy IITs rank higher in comparison to IITs in All India rankings. However, newly announced and opened IITs may not able to compete with established NITs.
