YES! You may be eligible for government colleges. But obtaining a scholarship is difficult. Since you will be sent to a college based on your rank and counseling after passing the IMU CET. You might be eligible for MTI if your rank is high enough. From then, Shipping Corporation of India will sponsor you. On the other hand, obtaining sponsorship on your own is nearly impossible if you attend a college where no businesses are present.

For top college like IMU Navi Mumbai, Tolani, IMU Chennai one need to have IMU CET score.
But there are also some universities accepting admission on CUET / own entrance exam basis.

The syllabus for M.Tech in Naval Architecture and Ocean Engineering at IMUCET includes Engineering Mathematics, Applied Mechanics, Marine Structures, Ship Design, Ship Production Technology, Marine Engineering Systems and Equipment, Marine Engineering Materials, Marine Power Plants, Marine Control Engineering, Marine Safety and Environmental Engineering. IMU CET is conducted by Indian Maritime University for admission of suitable students to UG (except Bachelor of Business Administration), PG, and Research programs. The exam is held annually in CBT mode. IMU CET scores are acceptable at IMU campuses and collges affliated to IMU. Candidates can join MBA and MTech courses via IMU CET or they can apply via CMAT/CAT/MAT and CUET PG/GATE/PGCET scores. Preference in admissions will be given to candidates with IMU-CET ranks. Hence the candidates are encouraged to register for IMU CET.

Passed Class 12 (Physics, Chemistry, and Mathematics as the main subject with a minimum 60 percent average) or equivalent. Obtained 50 percent aggregate in English subjects in Class 10 and Class 12.
Schedule Caste/Schedule Tribe students will get a relaxation of 5 percent but it is not applicable to the English marks.
