Hello Akash, Yes you can. After completing Diploma from Mechanical Engineering you are eligible to purser BE in Computer Science and Engineering.

But unfortunately, the West Bengal government does not allow non-domiciles to take admission to government-owned colleges. Hence you will need to have a look for other colleges which accept non-domiciles as their students based on your performance in this entrance exam.
