Yes, Indira Gandhi Delhi Technical University for Women (IGDTUW) accepts entry through lataral entry in B.Tech. 

Candidates who have completed a three-year Diploma with 60% marks are eligible for lateral entry admission

you can apply online on their website.

The shortlisted candidates are then called for counseling, where they have to produce the required documents and pay the admission fee to confirm their admission.

A choice between IGDTUW for CSE and IIT Mandi for Mechanical would involve your priority lists: whether it is the reputation/ranking that you are after or not. Generally speaking, IIT Mandi enjoys a higher ranking and reputation nation-wide than does IGDTUW. IITs enjoy a good reputation throughout the country when it comes to the quality of education and research.

2. Department Strength: The CSE department of IGDTUW is good concerning faculties, and the industry linkages are also good. IIT Mandi has a great Mechanical Engineering branch with excellent research facilities.
