Admission to the IIIT Delhi PhD programmes is merit and entrance-based. Shortlisted candidates have to go through an interview round for final selection. The accepted entrance exams are GATE/ UGC NET/CSIR NET. Based on the candidates' scores in the accepted exam, the candidates are shortlisted. Your calculated rank will be somewhere around, 40000 to 5000 that is too high for any NIT or IIIT. You need a minimum of 99 percentile if you are aiming for CSE as it is the most sought after branch in the engineering and therefore have very high cutoffs, under 5-10k.
