In my view, if you are from general category, then your board marks are not much which can cause some problem to take admission here. You can find the cutoffs for the following batches on the website through this link and predict that whether you can get any chance of admission based on your JEE score:-

Yes, you are likely to get the following branch in IIITD with your rank.
The ranks for different branches are:
1. Computer Science and Design- 9316.
2. Electronics & Communication Engineering-10870.

Basically, here admission is mainly based on JEE score. But from 2018 Indraprastha Institute of Information Technology will also accept UCEED score for B.Tech.
So, if you are Delhi candidate then you can get admission in here based on your UCEED score because IIIT Delhi gives admission in Bachelor's programme for COMPUTER SCIENCE & DESIGN (B.Tech in CSD) through UCEED to a DELHI candidate only.
UCEED 2017 closing ranks for IIIT Delhi for different categories :-
CRL : 988 (Open Rank List)
OBC-NCL : 125 (OBC Rank List)
SC : 43 (SC Rank List)
ST : nil (ST Rank List)
OBC -NCL PwD : nil (PwD Rank Lists)

Yes, you are eligible according to your 12th percentage but you can't take admission directly.
You have to face the entrance examination for IPU that is IPUEEE and have to get that much of marks to be eligible for IT in Indraprashtha.

If you have interest in coding and can code all your life, then IT/CS is good in both colleges NIT and IIIT. If you like core hardware/electronics (things like BJT, MOSFET, etc.) then go for ECE.
