Yes, 75% criteria required to appear for JEE Advance 2024. As you haven't mentioned any category so, this opinion is based on General category only.

Yes, JEE advance added test center this year. JEE Advanced exam centres 2023 are divided into 7 zones - IIT Bombay Zone, IIT Delhi Zone, IIT Guwahati Zone, IIT Kanpur Zone, IIT Bhubaneswar Zone, IIT Madras (Hyderabad) Zone and IIT Roorkee Zone.

Not both are not same. But some topics are similar in JEE Main and JEE Advanced. Students who qualify the JEE Main exam and are among the top 250000 students are eligible to take the JEE Advanced.  Due to this reason majority of syllabi are the same, but a few extra topics are added in JEE Advanced.

JEE Main 2023 cutoff has been raised to 90 percentile for the General category, while the IIT JEE Cut off 2023 for OBC-NCL is 73.6114227, EWS is 75.6229025, SC is 51.9776027, and ST is 37.2348772.
60 percent in board is enough to qualify for IIT. The newsletter also emphasis on 12th score.
