In the AKTU/UPTAC counselling, the rank considered is the candidate's state rank. This rank is used to determine the candidate's eligibility for admission to various colleges and courses affiliated with Dr. A.P.J. Abdul Kalam Technical University (formerly known as Uttar Pradesh Technical University).

Based on the admission criteria and the provided scores, it is unlikely that you would be eligible for admission to IET Lucknow with a 12th percentage of 52% and a JEE score of 21%. The JEE score is the primary factor in determining admission to IET Lucknow, and a score of 21% is significantly lower than the typical cutoffs.

You must increase your JEE Mains percentage because 78 percentile is not sufficient to get CSE branch. So, You have to increase your percentage and 12th marks are not considered.

In terms of perceived difficulty and competition, JEE Mains is generally considered tougher than CUET. However, the challenge can be subjective based on an individual's strengths and preparation. JEE Mains is highly competitive, and its difficulty level is generally considered higher than CUET.
