No, you cannot take admission in DPG Institute of Technology and Management for B.Tech without JEE (Joint Entrance Examination). Their admission process for B.Tech relies on a valid score in JEE Main [sources on DPG website].
There is an option for lateral entry into the second year of B.Tech, but that also requires scores from LEET (Lateral Entry Entrance Test).

Admission to the BSc programme offered at IIT Mandi will be entirely entrance-based for the academic year 2024. JEE Advanced admit card 2024 will be released by the exam conducting authority on May 17 and JEE Advanced exam 2024 will be held on May 26 for IIT Mandi BSc course admission.

To pursue an M.Phil (Master of Philosophy), you need to have a master’s degree with a minimum mark of 55% from any recognised institution1. So, directly after class 12, you would not be eligible to pursue M.Phil.

No, you can't get a government college with an 849000 rank in JEE MAINS, especially for popular branches like Computer Science Engineering (CSE) or Electrical Engineering (EE). You should try for private colleges. If you have any reservations, like if you belong to SC/ST category then you can look for some GFTIs.
