Hello AA, when one fills up application form for JEE Mains examination, we have to mention our state. One can fill up only one state. In addition, when one goes for counseling against state quota seats, one has to produce domicile Certificate. In view of the same, you have to decide in advance as to against which state you want to fill up application form. Best wishes to you.

Boards marks are not counted during admission in your result but you have to fulfill your minimum eligibility criteria that is you should have 75 percent marks in your boards exam or you should be in top 20 percentile Computer and English marks both are counted in your boards you have to take your overall percentage
If your going for some entrance exam then board marks don't matter much.

The question paper's level is almost same. May be its little bit difficult in some parts of mathematics. But you have to put more strength for scoring good marks for good percentile in this attempt because there will be more competition among large number of candidates. Good Luck!
