With a JEE Main rank of 164708 you can possibly get admission in Datta Meghe Institute of Higher Education and Research (DMIHER) for B.Tech programs particularly for certain branches, but it might be a little competitive for Computer Science Engineering (CSE) branch. 

It is unlikely to get admission in MBM Engineering College for BTech CSE with 72 percentile, CRL of 415565 and category rank of 27783 in JEE Main

No it is not like little to get into a civil branch at NIT Patna with the rank of 60128 in JEE main whether you are from EWS category 

NIT Patna or any NIT require higher percentile and lower rank.

No there is no chance that you get a fee reimbursement in VIT Amravati for the rank 144659 in JEE Mains because you took the admission so you have to pay the fee 

But you can get financial assistance or scholarship later.

No it is not possible to get BTech CSE in LNMIIT with 94.45 percentile in JEE Main because they require much higher percentile and lower ranks 

And if you have any reservation quota then you may get admission in that but not in CSE. 

To get B.Tech CSE at UPES Dehradun, you typically need at least 60% marks in both Class 10 and 12, with 60% or more in PCM. 123701 rank par top NITs mushkil hain, par kuch IIITs aur GFTIs mil sakte hain jahan placement theek hota hai. Agar coding strong ho, toh ECE ya allied branches se bhi acchi job mil sakti hai.

You can try in NIT Agartala, Sikkim, Meghalaya, or Pudducherry but it's tougher to get in top NITs with a CRL rank of 20,000 in JEE Mains and as a SC candidate.
