No, you can't change it through second attempt application but you can change it through correction window separately opened by NTA for correction. Correction window will be opened after some days of last date of application. And in correction window you can change your category.

It's depends in the state in which you are but from this rank to get NITs it's not possible you have to depends on states government colleges and many states have their best colleges government or non government. These colleges may or may not be good as NITs or IIITs but somewhere they are in compet
