The last year closing ranks for Delhi and Outside Delhi general candidates for IIIT Delhi are given for an idea. Delhi candidate : 38208
Outside Delhi candidate : 32385
So from above your chances for IIIT Delhi are moderate.

Your expected JEE Main AIR is between 282173-311876. Based on last year of trend, you can get the following in NIT Jalandhar in asked category.
1. Chemical engineering
2. IPE
3. Biotechnology.
