Yes, JoSAA 2025 dates are out for BTech admission at IIIT Raichur. JoSAA stands for the Joint Seat Allocation Authority and has completed the counselling process for the year 2025. The JoSAA 2025 rounds 1, 2, 3, 4, 5 and 6 opening and closing ranks are also out for IITs, NITs, IIITs and GFTIs.

No, one does not have to apply separately at IIT Madras website after JoSAA counselling. This is because the institute follows a common admission process for its BTech course just like the other IITs. Yes, you are eligible to register for JoSAA counselling even if you are not eligible for JEE Advanced. Your 31 percentile and 30,000 rank in ST category allow you to participate in JoSAA, although the chances of getting top NITs may be low.
