Yes, you are definitely eligible for JoSAA counselling everyone is eligible for that if you he qualified or not but he can take JoSAA counselling, if you have 75% marks class 12th in for general category.

If you belong from SC ST category, you will have 65% marks in class 12th, then you will take to college otherwise there are no chance.

JoSAA counselling will be started after 20th June, then you will registered and seat and college feeling started and then you will take to it 2019.

No, it is not necessary. Until you get a seat, no need to report. You also do not have to do anything other than to wait for further round cutoff.
