Everyone has right to chose as per constitution. Thing is after the final counselling of BDS you may need to pay the bond fine (if was signed). You have no restrictions for any stream counselling. But in some cases you may need NOC to take part in counselling and that may be at price of your BDS seat.

Nowadays, correspondence in B.Tech is not considered valuable. It's better to do as regular student or you can get admission in Evening Colleges you are working.

Your score for top management colleges like MS Ramaiah, BMS, Dayanad Sagar etc. You need a good rank. You can try your luck in counselling, as your rank is decent for outside Karnataka. Further, you can try for paid seat in top management colleges in Bangalore.
