The lateral entry for the course is granted by the university and it lays down the rules regarding the lateral entry is laid by it. If you are seeking admission in GGSIPU under lateral entry please go through the eligibility criteria under it. This thing is though unheard of but apply anyway, rules aren't much followed here.

Yes, you can take lateral entries in Deccan College of Engineering and Technology. You should apply here and wait for the results. The lateral entry seats are limited and it depends upon the college, what minimum criteria it has prescribed.

Yes, the institute which you are talking about indeed gives admission directly to the third semester to the students who have done their diploma with forty five per cent marks or fifty per cent marks as for the category to which the students belong. I hope you are asking about PG admissions. So, I am quoting the exact words from the official website. "Admission to the Post Graduate courses in Engineering is also based on a selection criteria fixed by the government of Kerala where valid GATE Score is considered.”
