In order to get lateral entry in second year into engineering college, you should have completed your Diploma from affiliated Polytechnic College.

Yes, why not. But, it depends upon college to college. Some prefer lateral entry. If you scored well in JEE Mains and Advanced. While, if a student is not qualified for JEE Main, then on the basis of class 12th percentage/entrance exam or interview, college may give admission to lateral entry. Also, if a student completes it's Diploma, then his/her chances of getting lateral admission increases. It all depends upon college, because all colleges have certain criteria for lateral admission.
