Dear,
Yes, you can pursue 2 different programme from 2 different university in regular and distance mode.
LLB is a fulltime course so accordingly you can pursue MA as distance mode with IGNOU.

Every country has their specific requirements and if you have good profile, you may easily get the course of your choice. Just research a bit about what country do you wish and which universities.

The following courses are available in DU for a PG in mass communication:
Post Graduate Diploma In Business Journalism and Corporate Communication (DBJCC)
Started in 2004, this one year programme aims to provide students with an insight into the corporate world. The programme equips students with skills in Corporate Communication, Public Relations, Advertising and Business Journalism. You cannot pursue 2 regular degree courses from 2 different universities in the same duration.
But you can pursue 2 different programmes with 2 different universities in regular and distance mode.

Hi,
You are eligible to pursue MA after completing B.Sc, but any specialization might require Bachelor's degree in the same.
