No only with M.Com you are not eligible you should clear CTET exam for eligible.

You are eligible. You can teach but you should clear CTET exam.

Mathematics is not compulsory for M.Com but in some universities, you can choose it as an elective course. Though, in B.Com Mathematics is a compulsory subject.
